Harlow Sustainable Transport Corridor
The Harlow STC - North to Centre is undertaken by Bouygues on behalf of Essex County Council (ECC). The Project comprises several proposed highway improvements works to the A1019 between Burnt Mill Roundabout and Water Gardens Roundabout to form a new sustainable transport corridor (STC). This will run from the Burnt Mill Roundabout in the north, along the A1019 to the Crown Gate junction in the south.

Night Road Closure – Velizy Roundabout

Due to essential works in the area, Velizy Roundabout will be closed for five nights between the hours of 8pm and 5am, between 9th of December and 13th of December 2024. This closure is necessary to complete road widening works and the laying of a new road surface around the Velizy Roundabout. Adams House Road Closure

On behalf of Essex County Council, Bouygues UK Ltd are undertaking essential works on the Post Office Road entrance to Adams House, as part of the Harlow Sustainable Transport Corridor project. As a result of these works, we will be closing the Post Office Road entrance to Adams House from 6pm on Tuesday 11th February until 6am on Thursday 13th February 2025. The road closure is required to complete kerb laying in this area, ensuring the safety of the public and workforce is maintained throughout this activity. Please note that these works are weather dependent, and dates may change subject to weather conditions. Because of open excavations across the carriageway, there will be no access for vehicles, including emergency services. There will be a clearly signed pedestrian diversion route available for pedestrians requiring access. A certain amount of inconvenience is inevitable with work of this type, and we greatly appreciate your patience whilst the works are being undertaken. There will be some noise, but we will endeavour to undertake any particularly noisy operations before 22:00 hours each evening. Footpath and Cycleway Closure – First Avenue Mandela Avenue

As a result of these works, the footpath and cycleway on First Avenue Mandela Avenue, between Park Lane and A1019, will be closed between 6th of February and 31st March 2025. A footpath and cycleway closure is required to carry out deep drainage construction in this area, with a full closure in both directions needed to ensure both the safety of the public and workforce. Road Closure – Allende Avenue A1019

On behalf of Essex County Council, Bouygues UK Ltd are undertaking essential works on Allende Avenue A1019 as part of the Harlow Sustainable Transport Corridor project. As a result of these works, Allende Avenue A1019 will be closed in both directions between Burnt Mill Roundabout and Sainsbury’s Roundabout on the nights of 13th and 14th February 2024, between the hours of 8pm and 5am. The road closure is required to carry out safety repairs to manhole covers located in between the northbound and southbound carriageways, with a full closure in both directions needed to ensure both the safety of the public and workforce. Footpath Closure – Post Office Road entrance to Adams House Flats

On behalf of Essex County Council, Bouygues UK Ltd are undertaking essential works on the Post Office Road footpath outside the entrance to Adams House Flats, as part of the Harlow Sustainable Transport Corridor project. As a result of these works, we will be closing the Post Office Road footpath outside the entrance to Adams House Flats for two hours from 6pm to 8pm on Sunday 23rd of February 2025. A footpath closure is required to carry out drainage construction in this area, with a temporary closure needed to ensure the safety of residents and pedestrians. Please Note: This closure will result in residents of Adams House Flats not being able to use the Post Office Road entrance to Adams House Flats during the closure times (access will be maintained only in the event of an emergency and for wheelchair users requiring access to the lift). To support public access to Adams House Flats, a clearly signed diversion route is in place as per the map on the attached PDF document. This work will unavoidably create some noise, but we will endeavour to keep particularly noisy operations to a minimum. Night Road Closure - Velizy Avenue

As part of these works, a night closure will take place on Velizy Avenue A1019, between the Water Gardens roundabout and the Velizy Roundabout for one night, from 8pm to 5am, on Thursday 20th of March 2025. The closure will begin Northbound only at 8pm, with the Southbound carriageway remaining open at this time. From 1am, the Southbound carriageway will be closed, with the Northbound carriageway reopening from 1am. This closure is needed for white lining works along Velizy Avenue, ensuring the safety of both the public and workforce. As a result of these works, the following closures will be taking place: > Fifth Avenue - Zelenskyy Avenue A1019 will be closed in both directions between Burnt Mill Roundabout and Sainsbury’s Roundabout. Road Closure - Velizy Avenue, Harlow

On behalf of Essex County Council, Bouygues UK Ltd are undertaking essential works on the Northbound and Southbound carriageways of Velizy Avenue A1019 as part of the Harlow Sustainable Transport Corridor project. As part of these works, a road closure will take place in both directions of Velizy Avenue A1019, between the Water Gardens roundabout and the Velizy Roundabout. While working on the Northbound side, the Southbound carriageway will remain open and vice versa. We are unable to give specific times for the change from one to the other as it is dependent on work progress. As such motorists are encouraged to follow the diversion signs in place along the diversion routes which are in the images on the attached PDF. This closure will be in place for three nights, between the hours of 8pm to 5am, on Tuesday 22nd, Wednesday 23rd and Thursday 24th of April 2025. This closure will begin at 8pm on Friday 9th of May and will be fully reopened by 5am on Monday 12th of May. • Hammarskjold Road will be closed in both directions between the junction of Sainsbury’s Roundabout and Torkildsen Way, on the nights of Friday 9th May and Saturday 10th of May between the hours of 8pm and 5am. To support this closure, Gladwin Way will be reopened in full. Traffic Management Update: Station Approach Junction, Burnt Mill Roundabout

On behalf of Essex County Council, Bouygues UK Ltd are undertaking essential work on the Station Approach junction of Burnt Mill Roundabout as part of the Harlow Sustainable Transport Corridor project. Access entering in and out of Station Approach will be maintained, however as a result of the traffic management required for this work, there may be potential delays to traffic entering and exiting the Station Approach junction of Burnt Mill Roundabout from the week commencing 19th May 2025. Work in this area is due for completion in October 2025. Additional traffic management is required at the junction while road widening construction takes place on Station Approach, ensuring the safety of both the public and highways workforce. These closures will be in place on three nights, between the hours of 8pm and 5am, on Monday 9th, Tuesday 10th, and Wednesday 11th of June 2025. Please note that vehicles located within Post Office Road and Adams House will not be able to exit Post Office Road once these closures are in place. This closure is in addition to the previously communicated closures taking place in this area between 9th – 11th of June 2025. This closure is needed for lining work on Terminus Street/Post Office Road, ensuring the safety of both the public and workforce. Please note that there will be limited vehicular access for businesses located in Terminus Street/Post Office Road, and access will be maintained for the Emergency Services. However, no access will be permitted to the public requiring access to Terminus Street/Post Office Road during this closure – as detailed via a map in the attached closure letter. As a result of these works, the following road closures will be taking place: • Both the eastbound and westbound carriageway on Edinburgh Way, between the Toby Carvery Roundabout to the Burnt Mill Roundabout. This closure will last for one night, from 8pm on Friday 4th of July to 5am on Saturday 5th of July 2025. • Both the northbound and southbound carriageway on Fifth Avenue – Zelenskyy Avenue A1019 between the Burnt Mill Roundabout and the Sainsbury’s Roundabout. This closure will be in place across the weekend, from 5am on Saturday 5th of July to 8pm on Sunday 6th of July 2025. The road closures on Edinburgh Way and Fifth Avenue – Zelenskyy Avenue A1019 are required to carry out surfacing work, with closures in both directions of each road needed to ensure public and workforce safety. Due to the nature of this work, there will be no access for vehicles on Edinburgh Way and Fifth Avenue – Zelenskyy Avenue A1019 during their respective closure periods, however access will be maintained for the emergency services in the event of an emergency. On behalf of Essex County Council, Bouygues UK Ltd are undertaking essential works on Crown Gate and Velizy Avenue as part of the Harlow Sustainable Transport Corridor project. As part of these works, the following two nighttime road closures will be taking place: • Crown Gate will be closed between Velizy Avenue and Terminus Street from 8pm on Saturday 5th of July until 5am on Sunday 6th of July 2025 • Velizy Avenue will be closed northbound, between the Water Gardens roundabout and the Velizy roundabout, from of 8pm on Sunday 6th of July until 5am on Monday 7th of July 2025. Due to the nature of this closure, there will be no access into Crown Gate or Post Office road during this closure period. This closure is needed to ensure public and workforce safety while road resurfacing work takes place in Crown Gate and Velizy Avenue. Please note that there will be no access for vehicles, including the Emergency Services, during this closure period.
